Hand made paper from used beverage cartons

As we like to explore and innovate, we have recently embarked on a new challenge. In the last few weeks we developed a brand new product – hand made paper from used beverage cartons. This new product is a result of the cooperation with JP Voka Snaga Ljubljana and their PapLab team of experts.

Using cardboard part of Tetra Pak beverage cartons that were contributed by Ljubljanske mlekarne, we produced exclusive paper folders that will be used in a protocol event at launching the first Slovak MMC in Senec.

Circular Shield became the Recycling Hero 2022

We are pleased and proud to announce to partners and supporters that on the occasion of Global Recycling Day on 18 March we have been awarded Recycling Hero 2022 in the start-up category with our project Municipal Material Cycle.

Beverage carton material cycle – environmental and financial advantages for all stakeholders

Closing the waste recycling loop is crucial for the introduction of circular economy. That is exactly what Municipal Material Cycle (MMC) has achieved when it comes to used beverage cartons. The carton part of a beverage carton, which is collected in a certain local community, is repurposed and recycled into hygiene paper products, such as towels, tissues, and toilet paper. These are then used in the same local community. Niko Kumar, Managing Director of Circular Shield, d.o.o., which supervises MMC, has shared with us that the support of the municipality (mayor) and the local waste management company is crucial for the material cycle to be successful in any local community.

The Municipal Material Cycle of beverage cartons and hygiene paper can include municipalities, waste management companies, companies for the collection and management of waste materials, and public institutions in the local community. How many entities are already participating in Slovenia and how could the results be assessed?

The first Municipal Material Cycle of beverage cartons and hygiene paper in Slovenia was established in the Municipality of Novo mesto and seven neighbouring municipalities where waste management is conducted by Komunala Novo mesto. They were followed by the Municipalities of Ljubljana and Brežice. Last year, five municipalities from the Gorenjska region were added to the group at the initiative of Komunala Kranj and the Municipality of Kranj.

How can a certain entity become part of the Municipal Material Cycle?

In order to establish the MMC in a certain local community, the support by the municipality, i.e. the mayor, and the local waste management company is crucial. Take-back systems, the manufacturer or the recycling company, and the local hygiene paper distributor also cooperate. In order to close the material loop and for the MMC to operate, also paper users must be integrated into the material cycle. These are public institutions and companies within the same local community where the used beverage cartons are collected. The most frequent users are schools, kindergartens, municipal facilities, public companies in the municipality, healthcare centres or hospitals, sports facilities, cultural establishments, music schools, libraries, etc. In the areas where the project is already being implemented, around 100 companies and institutions are already using the recycled hygiene paper from their own material cycle.

The market is facing a lack of many raw materials and issues within supply chains, which even underlines the need for the usage of secondary raw materials and the introduction of recycling flows. What are the effects of Municipal Material Cycle and to what extent can it contribute to preserving primary raw materials?

After a bit more than five years since we pioneered the Municipal Material Cycle, we can clearly say that the MMC does not only do what it is supposed to. It is also a circular model with proven benefits and savings. First and foremost, the benefits are environmental since CO2 emissions and the consumption of primary raw materials are reduced. No more trees need to be cut down to get cellulose for the production of hygiene paper products. It is obtained from waste materials from within the local community, which makes this material a precious resource. Environmental benefits are recorded for each MMC separately and published on our website. Also financial savings have been recorded, which are even larger in case of common public calls for tenders. At the same time, our circular model is a response to the raw material crisis.

Pure cellulose is difficult to obtain, and its price is high; therefore, the recycling of the carton part of beverage cartons is not only beneficial for the environment, but also crucial for the long-term management of material and related financial flows as well as stability.

Which challenges are you facing in the introduction and implementation of the Municipal Material Cycle? How does this kind of hygiene paper and other products from recycled beverage cartons meet the criteria of green public procurement and how do they meet the safety and hygienic standards?

The model operates within the existing waste used beverage cartons management system in the local community. No changes are needed here. It is, however, important and necessary that all partners be interested in as well as motivated for introducing such a material cycle. This is the part that is still the most challenging one – it requires a harmonised, cooperative approach as well as a certain change of mindset. We actively take part in all phases and help in the establishment of a partnership among all stakeholders. We take care of controlling the quantities of processed waste packaging and of the quality of the suppliers of final products. Hygiene paper products made of recycled beverage cartons meet all the criteria of green public procurement. Their quality also equals that of products made of pure cellulose, which is substantiated by environmental, hygiene, and dermatological certificates. We have, however, noticed that we will need to keep evolving the cooperative circular culture and boost the trust in recycled beverage carton products since their appearance differs due to the colour of the cellulose – they are not dyed nor perfumed. For consumers, this is actually an advantage. But the market still has not recognised it to the extent one would expect and to the extent necessary if we want to pursue the set environmental goals.

Circular economy in Novo mesto

In Novo Mesto, they are very active in developing sustainable and circular projects. At the conference named “Circular Economy: from theory to practce” they reported about their participation in the CircLocal project.

Municipality Novo mesto presented the most important achievements in this field in cooperation with local companies and institutions:

  • Kindergarten Pedenjped (principal of Meta Potočnik),
  • e-platform for the exchange of waste resources e-Symbiosis (Urška Fric, PhD),
  • Zavod Knof (Mojca Žganec Metelko).

 

The head of the CircLocal at the Municipality Novo mesto Peter Geršič presented some examples of best practices, including a joint green and circular procurement of hygiene paper, made from locally collected used beverage cartons from the project Municipal Material Cycle Novo mesto.

 

With this joint procurement, the municipality set great example for public institutions to take greater and more courageous approach to the execution of green and circular procurements. This way they could help protecting the environment and promote the reuse of local waste materials and secondary sources.

 

The municipality of Novo mesto will continue to present their efforts and projects in the new website NoviKrog (https://novikrog.si).

What have we learned in 2021?

After five years since the creation of the pioneering Municipal Material Cycle, we can confirm that this solution brings many environmental benefits and financial savings to all partners. At the same time, the project is also smart alternative in times of raw materials crisis.

 

Pure pulp is a valuable material – it requires harvesting trees, we import it from countries on the other side of the oceans, and the price is also rising sharply. It is therefore important to recognize opportunities in alternative material sources, such as used beverage cartons. These are sufficient on the market, it can be relatively easy to recycle it into hygienic paper, which, in its functionality and quality, matches that made of pure pulp (wood fibres).

 

The number of municipalities, waste management companies and hygiene paper users, thtat recognize benefits of our circular business model is growing. This year, several new institutions and companies joined our projects, five municipalities in Slovenia started the MMC project, and we have started our activities also in Slovakia.

 

As a result, the quantities of used beverage cartons that we deliver for processing are also growing, and we are particularly proud of that.

Recycling workshop at Primary School in Šenčur

A recycling workshop was held at Šenčur Primary School on used beverage cartons recycling. The workshop involved a group of talented and curious children who tested how simple it is to recycle the cellulose part of the beverage cartons.

 

What have we learned?

On average, 75% of UBC consists of long and strong paper fibres that can be recycled into new products such as hygienic paper handkerchiefs, towels, toilet paper and others. So it is very important to empty, flatten, close and place this packaging in a yellow container bins after use. That way we enable the reuse of valuable material.  

During the workshop, demonstrators also performed a short Eco quiz. Students showed a very hign level of knowledge, for which they should be especially commended!

 

Municipal material cycle – local circular economy programme

In the area of Komunala Kranj – which is covering Municipalities Kranj, Šenčur, Naklo, Preddvor and Jezersko – the Municipal Material Cycle of UBC and hygiene paper is already established. The local community provides their own raw materials for producing hygiene paper for the use in local schools and other public institutions.

Šenčur Primary School is the first school in Upper Carniola region to be involved in the Communal Material Circle project. Since September, the school and kindergarten are using recycled hygiene paper products to contribute to the conservation of natural resources and the protection of the environment.

Tetra Pak calls on responsible waste management

On average, 75 % of beverage cartons consists of cardboard made from long, strong paper fibres that can be recycled several times and produce new, useful products such as hygienic paper wipes, towels, toilet paper and others. It is very important that we dispose empty packaging correctly, so that it can be delivered for recovery.

Tetra Pak reactivated a campaign thru which it promotes responsible behavior among consumers and educate about the circularity of their packaging.

Dragan Rajković, Regional Sustainability Director at Tetra Pak, told: "Tetra Pak has encouraged this campaign in cooperation with our partners to address the widest range of consumers and to demonstrate that sustainability is part of our solutions and at the same time part of everyday life. Tetra Pak focuses on low-carbon and circular solutions that take into account the climate impact of raw materials and the production value chain. New solutions are developed on the basis of raw materials from renewable sources and on a plant-based basis. We have received awards for them, as Tetra Pak has been identified among 50 companies that are introducing innovative solutions to address sustainable and climate challenges."

 

Municipal material cycle - local communities collect UBC as a source of raw materials for hygiene paper production

In Slovenia, a pioneering circular practice has been set up - the Municipal Material Cycle of UBC and hygiene paper, where local communities collect UBC and send it for recycling to produce hygiene paper for their own use in public institutions. By doing so, the local community provides raw materials for new products through dedicated collection and recycling. This practice operates successfully in 15 Slovene municipalities.

MMC connects five additional Slovenian municipalities

Mayors of five Slovenian municipalities - Kranj, Šenčur, Naklo, Preddvor and Jezersko signed an agreement with Komunala Kranj to establish the Municipal Material Cycle (MMC) of UBC and hygiene paper.

 

Municipalities will actively promote MMC within their public institutions – schools, kindergartens, health, sports, cultural institutions, and public enterprises. Altogether, those institutions could arrange the processing of 90 tonnes of UBC per year.

 

The establishment of MMC in these municipalities is connected to their commitment to the Zero Waste strategy. They will even more actively work towards reducing waste, increasing share of separated fractions, ensuring a clean environment, and changing the habits of the public toward more sustainable and circular practices.

CIRCLOCAL – Interregional workshop for Circular Economy

In cooperation with the Municipality of Novo mesto, Circular Shield participated in the CIRCLOCAL project, funded by the European Union’s COSME Programme. The main objective of this project is to stimulate Circular Economy and Circular Public Procurement through interregional learning, action-oriented workshops, and community-building.

 

Local communities from three EU countries connected for sharing their knowledge and best practices - the Portuguese Regiao de Coimbra, the Dutch Leeuwarden and Frysland's and the Slovenian Municipality of Novo mesto.

At the event, led by the Municipality Novo mesto on October 6 and 7, Circular Shield presented both - the local Municipal Material Cycle (MMC) and the recently implemented joint green and circular public procurement of hygiene paper for local public institutions in Novo mesto.

 

Their achievements in the field of circular economy were shared also by Knof Institute, Utility/Waste management company, Association for Development of Voluntary Work, kindergarten Pedenjped, Secondary school of Electrical Engineering and Technical Gymnasium, Slovenian Forestry Institute, Chamber of Commerce of Dolenjska and Bela krajina and the Municipality of Maribor.

 

Based on presented materials from these institutions, we have even strengthened our belief that circular economy can be the answer to many of environmental, economic and social challenges that we are facing today.

Municipality Novo mesto with the highest share of members involved

The municipality of Novo mesto (MONM) is becoming an example for green and circular public procurement. 21 public institutions and companies, including the Municipality of Novo mesto, have come together to joint public procurement of hygienic paper made from used beverage cartons – locally called KEMSO.

 

The contract for the supply of hygienic paper was signed by the Mayor of The Municipality of Novo Mesto Gregor Macedoni MA and CEO of Valtex d. o. o., Špela Redjko.

 

It is an upgrade of the circular economy project from 2015, when the local municipal material cycle of UBC and hygiene paper was first established in Novo mesto. Due to the good references and experience of the first users, the municipality decided to invite the remaining municipal institutions to join the project.

 

With this green and circular public procurement tender MONM sets an example and encourages public institutions to undertake the performance of such projects more courageously and to design products and services according to the circular economy principles. It is in common interest to protect our environment and to enable the reuse (locally) collected packaging and waste.

 

As the mayor Gregor Macedoni told, with today's signing, the MONM is actualizing its to become a leading local community in the field of circular economy. "With this green and circular joint public procurement, we ensure a large share of hygiene paper from reused local packaging waste in our public institutions" the mayor added. At the signing, he also explained that potential suppliers were evaluated according to two criteria – the price and 'zero waste'. The selected supplier offered the lowered price and also matched the 'zero waste' criteria. This price offer provides lower costs for majority of institutions involved – so this confirms the thesis that green decisions are not necessarily more expensive.

 

The CEO of Valtex, Špela Redjko, pointed out that they were proud that they were identified as the most appropriate partner in the project. She added: "We are committed to a sustainable business. The mission of our company is to help our partners in the gradual or immediate transition to sustainable solutions and increasing the safety and well-being of their employees, visitors and other users. In product selection, we follow the guide to achieve the best results and to create positive effects for both - the environment and the wider community, and to co-create a place for a healthy living."

 

Green and circular public procurement is also a popular theme at European level, where MONM as a partner participates in the European project CircLocal, which aims to exchange good practices also in the field of circular public procurement. Across Europe, the focus of public procurement is on preventing corruption and ensuring the lowest prices of goods and services supplied, and the project partners point out that new standards need to be put in place in the area of public procurement that will promote innovation, a circular economy and target social and environmental objectives. As part of the project, the municipality has set up a local network of organizations that are active in the field of circular economy and is preparing an international workshop, where, among other things, it will present this case as a good example of green and circular public procurement.
